1-With respect to focusing on the refining sector and the development of this sector, it has met this sector, the greatest attention from the ministry, even if the results were much less than what we have planned, and show with actions that we have taken on this sector during the last years:
We had negotiated since 2006, with many investors and companies to create projects, oil refineries in the country such as Noor Financial Investment Kuwaiti company, CNPC of China and the governments of Venezuela and Iran, but the global financial crisis in 2008 and the resulting negative impact on investment has led to the reluctance of companies Noor and CNPC for a follow-up investment in refinery projects in addition to declining investment in the refining sector in general in the world, With regard to the draft of joint refinery Alfrekls with estimated power by / 140 / thousand barrels per day in cooperation with the Governments of Iran and Venezuela, we are currently in the process of preparing the pre-engineering design the final project.
For the project to develop the Banias refinery ,we were keen, and since we came to the ministry on the implementation of this project, where we prepare the required studies with an international consultancy firm and could not secure funding has been announced for the implementation and financing of the development project during the year 2008, offering a coalition of Indian companies Malaysian country, the cost The project submitted by a coalition of large companies and the method of cost recovery is not accurate, and despite negotiations with the company but we have not been able to reduce the price offered and access to are clear financing terms.
During the year 2009 was the restructuring of the oil and mineral Resources and that the issuance of Decree No. / 14 / for the year 2009 on establishing the General Establishment for Oil Refining and distribution of petroleum products, and the function of which suggest strategies for oil refining and petrochemical industries and the distribution of oil derivatives, and work on the establishment of oil refineries according to a new state plans.
In cooperation with the Shell oil company was preparing a study on the reality of Homs and Banias refineries and identify possible opportunities to improve the technical and economic reality to them.
