<p>ONGC Videsh Ltd is talking to Indian refiners about the feasibility of lifting Syrian crude, Singh said.</p>
<p>
India does not import any crude from Syria. Reuters in September reported that ONGC was considering shipping Syrian crude to India.</p>
<p>&quot;The European Union oil import sanction prohibits only EU countries from importing Syrian crude oil,&quot; Singh said.</p>
<p>
&quot;OVL is pursuing with Indian refining companies the feasibility of lifting of crude oil from Syria.&quot;</p>
<p>Singh said output from oil fields of Al Furat project in Syria, in which ONGC has a stake, was scaled back by about 17 percent from mid-September on the advise of Syrian government.</p>
<p>
Before September the project was producing oil and condensate at the rate of 85,000 barrels per day, he said, adding currently the project is producing crude oil and condensate at the rate of 70,500 bpd.</p>
<p>
State refiner Hindustan Petroleum (HPCL.NS) had engaged Shipping Corp of India (SCI.NS) to hire a vessel to import Syrian crude, a source told Reuters last month.</p>
<p>
Provisional fixtures show that SCI managed to hire Greece-based Eurotankers&#8217; Remi vessel to import crude on behalf of HPCL, but two sources privy to the development said that this fixture did not materialise.</p>
<p>
Syrian produces 385,000 barrels per day, or less than 0.5 percent of global supply, and exports around 150,000 bpd mainly to refineries in Europe.</p>
<p>
It can only refine up to 240,000 bpd so it does not have anywhere near enough spare capacity to process all the crude it has been selling to Europe.</p>

Sufian Allaw affirmed on Thursday that Hayyan Gas factory will be put into investment in November and will be put into actual service as soon as next year as to increase clean gas quantity in Syria up to 3.5 million cubic meters per day and increase the quantity of produced oil up to 6000 barrel per day, in addition to producing 180 tons of gas for home use.</p>

<p>During a tour in Hayyan Gas Factory and the National Training Center, Minister Allaw pointed out that the factory is the third of its kind after inaugurating two gas factories. The first is in the south of the Central region, and the second is in Ebla.</p>
<p>The Minister clarified that the project provides 200 job opportunities of various specialties of technicians, engineers, administrative posts, and workers as the factory will operate by national hands being one of the important projects that increase gas quantities available for use.</p>
<p>He pointed out that the contracting cost of the project is 291 million euros, funded by Hayyan Company in partnership with Croatian Ena Company and the General Establishment for Oil and Gas, in addition to the contractor company Petrofac. The executive company is the Syrian national company of Leed which is installing various machines in the factory.</p>
<p>minister said during his tour to the National Training Center at the site al-Bessah area in Alfrqls the National Center for training and qualifying workers in the oil and gas field will be announced under actual investment early next year as is currently being constructed and equipped to train their cadres in the field of oil, gas and acquire experience and knowledge that lead to increase productivity and raise quality.</p>

<p>The Minister of Petroleum and Mineral Resources ,added the National Training Centre is a grant provided by the company Petrofac, which promised to implement a Ebla and Hayyan plants for gas production and includes a number of laboratories and workshops, training, and an auditorium addition to the 64 residential rooms to accommodate about 100 trainees explaining that he will provide the Centre for Aids necessary and sophisticated facilities will be working on bringing in foreign coaches during their first year of training and rehabilitation of a number of national cadres to carry out the rest of the turn of the training for workers in the oil and gas in addition to that the center will attract cadres of Arab and foreign countries for training in it.</p>

<p>The Minister pointed out that the current plans of the Ministry notes the completion of processing center by the end of September next and preparing to put it under actual investment from October next pointing to the existence of spaces and locations within the center can be invested and take advantage of expansion in the future to train workers from the rest of the terms of reference in the field of oil exploration, refining and production .</p>

<p>Hayyan Petroleum Company is a joint venture between the GPC and INA Croatian Company with 50 percent share to each side and began implementation in 2005 of drilling and production.</p>

Arab gas pipeline project is an actual start of the first Arab gas network in the region and will form the network in the future the main artery for gas transport between Arab countries and to link with the network in Europe.</p>
<p>The project in its early stages aims to transport and distribute natural gas to Jordan, Syria and Lebanon.<br />

the project can extend to allow Iraq to gas producers and other presidents in the region to export natural theirs, to Europe or vice versa across networks and workshops and additional gas so formed &#8220;for the Arab gas network.&#8221;</p>
<p>Arab gas pipeline through Syria Consists of 36-inch pipeline along the 570 km from the Syrian-Jordanian borders to Kallass at the Syrian border of Turkey and consists of two parts, in addition to the pipeline, 24-inch length of 80 km stretching from Rayyan to the Syrian-Lebanese border.</p>
<p>the first part extends from Jordanian border to Rayyan gas station length of about 319.5 km and 36-inch diameter, while the second segment from Homs to class at the Syrian-Turkish border length of about 250 km.</p>

<p>Inaugurating Ebla Gas Plant in al-Freqlus, Homs, 162 kilometers from Damascus, President Assad called for the expanding of gas exploration, produce, and continued use of international up-to-date technologies to contribute to the execution of huge developmental projects, as to keep pace with Syria&#8217;s ongoing development and growth process.</p>

<p>Further, President Assad asserted the importance of follow-up and execution of Arab, regional and international cooperation projects in the field of gas import, export, transport, and marketing.<br />
The President toured the plant departments and was briefed on its mechanism of work and components.<br />
The Plant of treating-gas-capacity stands at 2.8 million cubic meters per day, and its daily production capacity stands at 2.5 million cubic meters of clean gas.</p>

President Assad was also briefed on gas projects in Syria, means of expanding gas usage, given its environment-friendly nature.</p>
<p>Furthermore, the President reviewed the phases of under-execution gas-treatment plants, ways of gas transport through the gas-network pipelines spreading all over Syria, and the measures planned to be taken by the Ministry of Petroleum and Mineral Resources as to supply Syria&#8217;s Industrial Zones with gas to substitute fuel, and to meet the demands of electricity generation stations.</p>

President Assad was received upon his arrival at the plant by Prime Minister Mohamad Naji Otri, Minister of Petroleum and Mineral Resource Sufian Allaw, Homs Governor Mohamad Iyad Ghazal, and by the ambassador of Canada to Damascus Minister of Oil Associates, Dr. Hassan Zeinab, Abdou Husam al-Din and Ali Abbas, Director-General Petroleum Corporation and Omar Al Hamad, Director General of the Syrian Petroleum Company, Eng. Hussein Wadaa General Manager of Syrian Gas Company and Ali Alderboli Chairman of the joint management of the plant and Jon Ferrier General Manager of Petro-Canada in Syria, Amer Kuzbari deputy general manager of Petro-Canada and the Canadian ambassador in Damascus.</p>

<p>Ebla Gas Plant was conducted by Petro-Canada Company , and Petrofac in the governorate of Homs to the east of al-Freqlus area about 10 km and consists of a gathering Gas station in the field of al-Shaer and a pipeline to transport raw gas along the 77 km, linking al-Shaer field and al-Freqlus Gas Plant with a line to export gas from the plant along the 3.2 km, to the national grid. and digging / 10 / wells of which 6 wells to produce gas, and three wells to produce oil, wells and one water disposal class in addition to the treatment plant gas with capacity 2,8 million m 3 of raw gas per day and produces about 120 tons of cooking gas and about 2500 barrels of condensate in addition to 2,5 million m 3 of clean gas.</p>

<p>The minister pointed out that the Ebla gas plant, which was inaugurated today completed a period of record time before the schedule specified in five months and the plant employs about 300 engineers and technicians and workers, pointing out that the lab is a joint venture with Petro-Canada, which hired investment to develop gas fields in the region of the poet and the compilation of this gas and transferred at a distance of 80 km from the station to al-Shaer Ebla Gas Plant.</p>

<p>3- Gas treating plant near of al- Freqles with 2.8 million cubic meter of crude gas a day . and production of 120 tons of house gas and 2500 barrel of condensates in addition to 2.5 million cubic meter of clean gas.</p>

<p>90 Syrian Engineers and technicians of Syrian gas Company trained 9 of them had their training in Petro &#8211; Canada in Canada for 11 months to work as supervisors on Production operations of the Project instead of foreign experts.</p>

<p>Petro- Canada as well as is carrying out Exploration and Production Operations in Block 2 with 6700 km2 based on 4/2004 contract .</p>

<p>Project supervisors expect the Hayan gas plant to be put into service before the contract&#8217;s deadline, which is the first quarter of 2011. They say the plant will begin operation in December 2010, producing around 2.7 million cubic meters of clean gas, 5000 barrels of natural gas condensate, and 180,000 tons of cooking gas.</p>

For his part, Yun Fryer, General Manager of Petro-Canada in Syria said that the lab will be completed two months ahead of schedule and that his company has trained a number of engineers working in the Syrian Gas Company in Canada in addition to the rehabilitation of a number of other of them in the training center in Homs in the field of technical management and computer and English to be able to run the plant after completion, pointing out that his company is investing about one billion dollars in Syria through the development of fields of al-Shaer and al-Sharifa gas plant and the establishment of Ebla.</p>

Hussein Waddaa Director-General of the Syrian Gas Company indicated to the importance of gas projects implemented by the company comes from the economic return achieved by investment through the gas fields in the south central region which leads to the provision of large quantities of gas ready for use, thus contributing to reduce dependence on fuel material which are imported from abroad.</p>

He noted that the Ministry of Oil supply electric power plants up to / 18 / million cubic meters per day, a quantity equivalent to more than / 18 / tons of fuel worth about $ 9 million every day is a considerable saving on the national economy as well as ease of delivery of gas stations electric power distributed all over Syria through the Syrian network to transport gas.</p>

<p>Technical and engineering Studies were prepared for the two parts of Aleppo /Kallas and Aleppo- al-Froqles/ by an International consultant team by Earth Link and Advanced Resources Development (ELARD)to study the the Environmental affect of installing and operating the two parts of the Arab Gas Pipeline. The company finished its job in its two phases in Syria.</p>

<p>The first part : is 62 KM long between Aleppo and Kallas and will allow the gas exporting from Syria using the existed pipe with 24 inch between Aleppo and Palmyra.<br />
The Second part of the line is 185 KM , will link the Arab gas Pipeline in Aleppo with the main center in SGC in al-Rayan.</p>
