		<description><![CDATA[I am a Syrian Americal national who just returned home to wrok with a local joint venture as a National Department Manager for a production facility. I&#039;m simply shocked by the lack of technical ability of the local staff which is attributed to many reasons, mainly lack of liguistic ability; lack of training; lack of managerial ability; low salaries; etc. I can very honestly tell you that once &#039;foreign&#039; experts leave, Syria&#039;s production will decrease by more than 60%. The national staff is simply INCAPABLE presently to manage production aspects of oil facilites. They are ill trained; technically inapt, poorly managed; poorly orgainsed, and simply not qualified to assume the responsibilities of foresign experts, UNLESS, these gaps are filled.]]></description>
